City fined, assessed fees for Sunshine Law violation

Clay County Associate Circuit Judge Elizabeth Davis fined the city of Pleasant Valley $100 for violating the Sunshine Law and ordered the city to pay $11,000 in attorney fees.
The lawsuit was filed by Gregg McGough, a resident of a senior citizen center. The city had forced McGough, who has since died, to tear down a carport after he had received a permit to build it
and it was 90 percent constructed.
McGough filed the suit in March 2007, alledging city council members discussed permit issues in closed session, failed to post meeting notices and made decisions behind closed doors.
The city offered no defense against the suit.                —Sun Tribune, Gladstone
